Initial SAP Evaluation

The initial step in the DOT Return-to-Duty process involves a comprehensive and detailed evaluation by a Substance Abuse Professional (SAP).

Treatment/Education

After the initial evaluation, individuals undergo treatment and education to address substance abuse issues and promote recovery.

Follow-Up SAP Evaluation

SAPs conduct thorough evaluations to assess progress, adjust recommendations, and determine readiness for the next step in the DOT Return-to-Duty process.

Return-to-Duty Testing

SAPs conduct comprehensive testing to confirm abstinence and ensure readiness for return to duty in safety-sensitive DOT-regulated roles.

Follow-Up Testing / Continued Treatment

SAPs ensure sustained compliance and support long-term recovery through ongoing testing and treatment.

SAP's Follow-Up Testing Duties

As a Substance Abuse Professional (SAP), will establish a written follow-up testing plan after determining that the employee has successfully complied with the recommended education and/or treatment requirements.

Using your professional judgment, you will determine:

  • The number of follow-up tests required

  • The frequency and duration of testing

  • Whether testing will be conducted for drugs, alcohol, or both

 

The plan must require a minimum of six unannounced follow-up tests during the employee’s first 12 months of performing safety-sensitive duties. Additional testing may be required for up to 60 months following the employee’s return to safety-sensitive work.

 

The SAP provides the written plan directly to the Designated Employer Representative (DER). The employer—not the SAP—is responsible for selecting the actual testing dates and ensuring that the tests are conducted without advance notice or a predictable pattern. The employee must not be informed of the frequency, duration, or schedule of follow-up testing.
