Jorge A. Vasquez, LCDC, M.Ed.
Founder & Licensed Chemical Dependency Counselor
Jorge A. Vasquez is a licensed chemical dependency counselor and the founder of Atlas Counseling & Education LLC. He specializes in court-mandated education, substance abuse evaluations, outpatient services, and individual drug and alcohol counseling. Jorge is committed to providing structured, ethical, and client-centered services that promote accountability, compliance, and long-term behavioral change.

Lilia Calzada, M.Ed., LPC
Director of Counseling Services
Lily is a Licensed Professional Counselor and has been licensed in the State of Texas since 2004.
Lily’s passion is helping people work through life’s issues using Holistic/Integrative Therapy techniques, including Cognitive/Behavioral methods. She has worked with many different individuals to navigate everyday challenges over the past 20 years through her work at Opportunities Counseling Center, Semillas Personal Growth and Development and the Parenting Center. She also worked with students at Tarrant County College, where she spent 22 years.
Previous to working at Tarrant County College and in counseling, Lily worked in Student Activities at Texas Southmost College, The University of Houston – Clear Lake, and The University of Texas at Brownsville. All in all, she worked in higher education for 32 years.
Melinda Solano LCDC/DWIE Instructor
Melinda Solano is a certified DWIE instructor with Atlas Counseling and Education LLC. She provides DWI Education services in a professional, respectful, and structured learning environment. Ms. Solano is committed to helping participants understand the risks and consequences associated with impaired driving while encouraging responsible decision-making and personal accountability.
As an instructor, Ms. Solano focuses on education, prevention, and positive behavioral change. She encourages participants to engage in class discussions, complete required assignments, and apply the information learned to everyday life. Her goal is to support each participant in successfully meeting court requirements while gaining practical knowledge that can help reduce the risk of future alcohol- or drug-related driving offenses.
Jennifer Miller
LCDC-I / DOEP/DWIE
Instructor
Jenny Miller is a certified DOEP/DWIE instructor with Atlas Counseling and Education LLC. She provides court-mandated education services in a professional, respectful, and supportive learning environment.
Jennifer Miller is a compassionate recovery professional dedicated to supporting individuals on their journey toward healing and lasting change. With a strong understanding of substance use recovery, client advocacy, and person-centered care, she is committed to creating a supportive and respectful environment where clients can grow and rebuild their lives.
